Вчера вечером Правительство опубликовало сообщение, что с 1 марта вводит полугодичный запрет на экспорт бензина из России для поддержания стабильной ситуации на топливном рынке в период повышенного спроса, связанного с весенними полевыми работами, сезоном отпусков и плановым ремонтом нефтеперерабатывающих заводов. Данное решение не затронет страны ЕАЭС и коснется небольшой доли производства автомобильных бензинов в России.
По итогам 2023 г. производство автомобильного бензина в России составило 44 млн т (+3,9% г/г). Из этих объемов только около 12% отправилось на экспорт. Основными покупателями российских бензинов являются страны СНГ и Африки. В страны ЕАЭС в 2023 г. отправилось лишь около 600 тыс. т автомобильных бензинов.
Помимо запрета на экспорт бензина, Правительство также повысило минимальные объемы продаж дизеля на биржевых торгах с 12,5% до 16%. При этом предыдущее повышение было всего 5 месяцев назад, когда долю подняли на 3 п.п.
Запрет на экспорт бензина могут снять
Вчера и. о. вице-премьера России А. В. Новак заявил, что, возможно, одним из первых решений нового Правительства станет отмена запрета на экспорт бензина. Основной причиной является перенасыщение внутреннего рынка. Ранее мы писали, что запрет на экспорт бензина в России был введен с 1 марта до 31 августа 2024 г.
За последнюю неделю апреля в России производство бензина выросло до 817 тыс. т (+4,5% н/н) и дизеля до 1 662 тыс. т (+3,7% н/н) из-за выхода с ремонтов большинства российских НПЗ. Так, 20 апреля возобновил работу Орский НПЗ, который до этого приостановил производство из-за паводка. Цены на рост производства отреагировали стремительным снижением. Биржевые цены на АИ-95 упали в течение апреля на 14% до 53 тыс. руб./т, на АИ-92 до 47 тыс. руб./т (-11%). Помимо этого, существенно выросли объемы его продаж на бирже. В апреле через СПбМТСБ было реализовано 932 тыс. т бензина (+42% г/г).
