В России возможно создание единой налоговой базы для инвесторов, но сначала нужно оценить влияние на бюджет
Об этом в интервью РБК рассказал глава Федеральной налоговой службы Даниил Егоров. Так он оценил идею, с которой ранее выступил глава наблюдательного совета Московской биржи Сергей Швецов.
Сейчас налоговые базы разделены по категориям финансовых инструментов: ценные бумаги, которые обращаются на организованных торгах; ценные бумаги, которые не обращаются на организованных торгах; драгоценные металлы; цифровые финансовые активы (ЦФА) и так далее. Швецов отмечал, что это создает сложности для инвесторов, и предлагал высчитывать единый результат, который будет облагаться налогом.
🗣 «Объединить налоговые базы для нас несложно. Исторически базы были в Налоговом кодексе разделены как для юридических, так и для физических лиц. Потому что есть рисковые базы, есть базы под разные налоговые ставки, поэтому их законодатель разделил. То, что для одного профучастника рынка может быть одной из отдельных баз, для другого является основной», — заявил Егоров.
При этом Егоров указал на необходимость провести оценку выпадающих доходов бюджетов в случае реализации этой задумки применительно к частным инвесторам.
🗣 «Что касается физлиц, то объединение для ФНС точно не проблема. Но надо провести оценку выпадающих доходов бюджетов. Потому что если объединяются налоговые базы, по одним из которых убытки, а по другим — доходы, то доходы будут гаситься убытками», — отметил руководитель ФНС.
